Department of War Memorandum – What’s Not Changing and What’s New

To New Birth of Freedom Council Leaders, Families and Friends:

In recent days, you may have seen communications from Scouting America, along with social and mainstream media coverage, regarding the memorandum of understanding with the Department of War and several program updates.  Announcements of this nature understandably raise questions, and I want to provide clear context for what this means here in the New Birth of Freedom Council.

First and foremost, our council – and Scouting America – will continue to welcome and serve all youth.  Our mission, our values, and our commitment to the Scout Oath and Scout Law remain unchanged.

Our commitment to character development, leadership, citizenship, and service is as strong as ever.

What Is Not Changing

  • Scouting America’s name, mission, and commitment to the Scout Oath and Scout Law
  • Our eligibility requirements – all youth are welcome.
  • Our member registration process – birth certificates will not be required.
  • Our longstanding youth protection and safety practices.
  • Our commitment to providing safe, supportive, and character-building experiences for every Scout.

What Is New

  • Beginning June 1, 2026, Scouting America will waive the National registration fee for children of active-duty, Guard, and Reserve families. This applies only to the National fee.  National fees will not increase; National will fundraise to offset this cost.
  • A new Military Service merit badge will be introduced in collaboration with the Department of War.
  • The Citizenship in Society merit badge will be discontinued. There will now be 13 Eagle-required merit badges.  Scouts who have already started the Citizenship in Society merit badge may complete it through December 31, 2026.

As Roger Krone, Chief Scout Executive and CEO of Scouting America, has stated, we will follow the law. In the Scout Oath, we promise duty to country; and in the Scout Law, we affirm that a Scout is obedient to the laws of the land.  That principle continues to guide our actions.

Also Noteworthy

  • The national DEI Committee will be consolidated into the People and Culture Committee, with a focused emphasis on outreach.
  • The Department of War will continue its longstanding support of Scouting America at the National Jamboree and on military installations in the U.S. and overseas.
  • All councils must remain in compliance with National Scouting America policies and Executive Order 14173 to avoid jeopardizing the organization.

We look forward to strengthening our engagement with military families across our council.  With a strong presence of active-duty, Guard, and Reserve families in our communities, we are committed to ensuring their children experience the stability, leadership development, and sense of belonging that Scouting provides.
