Council Program Fee

The New Birth of Freedom Council is committed to delivering a safe, high-quality Scouting program to every youth and family we serve. To support that commitment, the Council has implemented a $40 annual program fee per Scout, collected at the time of registration through Scouting America.

This change was recommended by the Council’s volunteer leadership—including District Chairs and Commissioners—after evaluating long-term sustainability and operational capacity.

Why This Change?

The previous credit-based system, which allowed units to offset fees through participation in Friends of Scouting and product sales, became increasingly difficult to administer with reduced staff and limited resources.

The new program fee:

  • Provides a simple, consistent funding model
  • Reduces administrative burden on units and volunteers
  • Aligns with practices used by many other councils
  • Supports long-term sustainability of local Scouting programs

What You Need to Know

  • $40 per Scout annually
  • No fee for adults
  • Maximum of three Scouts charged per family
  • One fee per Scout, even if registered in multiple programs
  • Collected during the Scouting America registration process

Financial Assistance

No Scout will be turned away due to financial need. Assistance remains available for families who require support.

National and Unit Fees

  • The Council program fee is separate from the National membership fee
  • The Council does not retain any portion of the National fee
  • Units may charge dues for their own activities and are encouraged to continue fundraising

This approach allows the Council to focus time and resources on what matters most—supporting units and delivering a high-quality Scouting experience.

How the New Birth of Freedom Council Supports Every Scout

Tuckahoe Service Center

The Council maintains a centrally-located service center to support operations, provide customer service, and serve as a hub for unit and volunteer support across the council.

Tuckahoe Scout Shop

Located at the Tuckahoe Service Center, the Tuckahoe Scout Shop provides easy access for uniforms, advancement items, and program materials—ensuring Scouts and leaders have what they need to participate fully.

Camping Facilities

The Council maintains and operates three camp properties—Conewago, Hidden Valley, and Tuckahoe—providing year-round outdoor programming, summer camp programs at Tuckahoe, and unit camping opportunities.

Background Checks

The Council ensures that all adult volunteers complete required background checks and Safeguarding Youth Training, and provides liability insurance coverage and incident management to maintain a safe environment for every Scout.

Administrative Support

The Council manages registration processing, advancement records, and system support through Scouting America platforms. This ensures accurate records, efficient onboarding, and consistent service to units and families.

Training

The Council offers advanced training opportunities for adult volunteers (Wood Badge, University of Scouting, Outdoor Academy) and youth participants (National Youth Leadership Training).

Events

The Council and its five districts host events, including camporees, Cub Adventure Camps, Pinewood and Klondike Derbies, as well as a council-wide camping event every two years. such as the upcoming Hidden Valley Centennial Camporee.

Adventure Opportunities

The Council coordinates participation in high-adventure experiences, including contingents to programs like Philmont and National Jamborees.

How to Support Scouting

As a nonprofit, the New Birth of Freedom Council relies on community support to sustain local Scouting programs. The program fee helps offset costs but does not cover all expenses.
